Water 101
Most people can't answer basic questions about their own water. Where it comes from, who cleans it, who owns the pipes, who checks it. That isn't ignorance, it's design. A water system that works is a water system nobody thinks about.
This page walks through the whole path, from rain to tap, and explains where it breaks.
It starts with a watershed
A watershed is all the land where rain drains into the same place. Every stream, every storm drain, every backyard slopes toward some larger body of water. You live in one right now, whether or not you know its name.
This matters because water carries whatever it passes over. Fertilizer from a lawn, oil from a parking lot, sediment from a construction site, all of it moves downhill into the same stream. What happens on land upstream determines what's in the water downstream, which is why you cannot protect water without paying attention to land.
Water is drawn from a source
Utilities pull drinking water from one of two places. Surface water, meaning rivers, lakes, and reservoirs, which is more exposed to runoff and pollution. Or groundwater, pumped from aquifers underground, which is generally cleaner but slower to recover once contaminated.
New Jersey uses both. Which one your town uses affects what treatment your water needs and what it's vulnerable to.
It goes through treatment
A treatment plant does roughly four things.
Coagulation and flocculation. Chemicals are added that make small particles clump together into larger ones.
Sedimentation. Those clumps sink to the bottom and are removed.
Filtration. The water passes through sand, gravel, and charcoal, which strain out what's left. This is the same principle as the filter in a Ripple Effect kit, just at enormous scale.
Disinfection. Chlorine or another disinfectant kills remaining bacteria and viruses, and enough stays in the water to keep it safe on the way to your house.
It travels through pipes
This is the step most people skip, and it's where most problems live.
Treated water leaves the plant clean and then travels through miles of buried pipe, some of it more than a century old. Pipes corrode, crack, and leak. Pressure drops let contamination in. And in older systems, the service line connecting the street main to your house may be made of lead, which can leach into the water sitting inside it.
Water that leaves a plant clean does not necessarily arrive clean. That gap is the single most important thing on this page.
Someone tests it
Utilities test their own water on a schedule set by regulators, then report the results to the state and to customers in an annual report. What gets tested, how often, and what happens when a sample fails are all set by policy.
A few things that follow from that. Testing is periodic, so a problem can exist between tests. The rules cover a specific list of contaminants, so anything not on the list isn't looked for. And when a result exceeds a limit, the response depends on enforcement, which varies.
What goes wrong
Aging infrastructure. Most American water systems were built decades ago and are past their design life. Replacing pipe is expensive and invisible, so it gets deferred.
Lead service lines. Millions remain in use nationally. There is no safe level of lead exposure for children.
Boil-water notices. Issued when pressure loss or a failed test means contamination may have entered the system. Common enough that people stop reacting to them.
Contaminants like PFAS. A class of industrial chemicals that don't break down, now found in water systems across the country, and only recently regulated.
Combined sewers. In older cities, storm runoff and sewage share the same pipe. In heavy rain, the system overflows and discharges untreated into local waterways.


Why it fails unevenly
Every problem above is fixable. Fixing it costs money, and water systems are funded by the people they serve.
A town with a strong tax base can raise the money to replace pipe. A city that lost half its population and most of its industry has the same length of pipe, less revenue, and more deferred repair. The system serving the wealthier town gets maintained. The other gets patched, and the residents absorb the difference in bottled water, boil notices, and health risk.
That is the whole mechanism. Not scarcity, not nature, not accident. Infrastructure follows money and political attention, and where those are thin, the water is worse. The people living there did nothing to cause it.
